Local plumbing notes: Canyon Lake

Canyon Lake works differently from the cities around it. It began in 1968 as a gated, master-planned community of about 4,800 lots, every home belongs to the Canyon Lake Property Owners Association (POA), and nearly all of the roads inside are private. The city incorporated on December 1, 1990, yet the POA still shapes how a plumbing job moves forward. Any exterior work, such as a gas line run along the side of the house or a sewer repair dug in the yard, needs written approval from the POA's Architectural Control Committee before the city will take the permit application. The plumber also has to get through the gates to reach you, which is why we ask for the gate details on the phone.

The lake itself is a reservoir. Railroad Canyon Dam, begun in 1927, holds back the San Jacinto River, and the water behind it doubles as a drinking water source for Elsinore Valley Municipal Water District. Houses line the shore and climb the hills around it, with POA park areas such as Holiday Harbor, Indian Beach, Sierra Park and Eastport along the way. Canyon Lake is small: about 4,510 housing units, by the US Census ACS 2024 5-year count. It is also unusually uniform. The median home was built in 1985, about half went up in the 1980s, 25 percent are older than 1980, and the share of single-family detached homes is 87 percent. Lakefront and hillside houses from the 1970s and 1980s make up most of the city, many of them still on their original copper supply lines, and the homes on the water often have docks and boat lifts on that side. Copper that has been in service this long is where pinhole leaks start, and a house that has had one is likely to see more.

The city runs no water or sewer system of its own, so service comes from one of two districts. Elsinore Valley Municipal Water District (EVMWD) covers most of Canyon Lake, with water at about 10 grains per gallon of hardness, and Eastern Municipal Water District (EMWD) covers a few hundred homes on the northeast side. The bill tells you which. On the EMWD side, its standards make the 4-inch and 6-inch sewer laterals private, the owner's to maintain. Permits come from City of Canyon Lake Building and Safety once the POA has signed off on any exterior part of the work. California code calls for two seismic straps on a water heater and a relief valve that drains somewhere safe, gas lines get a pressure test before going back into service, and the permit is closed when the inspection passes. About 25 percent of Canyon Lake homes predate 1980. Most of the rest went up in the 1980s and 1990s, many on concrete slabs with copper supply lines, so pinhole leaks, slab leaks and tired pressure regulators are common calls. A house from the late 1970s to the mid 1990s may still have gray polybutylene supply pipe, and full repipes cluster in the oldest streets.
